KUALA LUMPUR: More than 14 million compound fines, amounting to RM1.45 billion, have yet to be paid by traffic offenders from 2010 to 2015, says Home Minister Ahmad Zahid Hamidi.

In a written reply to Teresa Kok (DAP – Seputeh), Zahid said this amount was based on the records in the police’s Compound Online Payment System (COPS).

In a written reply, it was stated that the outstanding compound fines in 2015 was the highest at RM341 million and the lowest was RM127 million in 2010.

Kok, in her question, asked Zahid to state the number of traffic summonses issued by the police since 2010 and the outstanding fines.

She also asked if the increasing rate of traffic summonses had managed to bring down the number of road accidents.

“The Inspector-General of Police has suggested hiking the traffic compound rate in order to increase traffic offence awareness among road users as well as to educate them in reducing road accidents.

“The maximum compound rate has never been reviewed since the Road Transport Act 1987 was enforced 29 years ago.

“The fine is very low for the current situation and the current compound rates have not deterred road users from committing road offences.

“However, this matter is still being studied and we will get the opinion of all relevant quarters before implementing it,” said the deputy prime minister.
