Noh Omar banned from Dewan Rakyat for 3 days

Tanjong Karang MP Noh Omar has been barred from the Dewan Rakyat for three days beginning today for insulting the institution of the speaker.

The ruling was made by Dewan Rakyat deputy speaker Nga Kor Ming when proceedings in the lower house commenced today.

Nga said Noh had yesterday, without the permission of the speaker, hurled accusations while Ahmad Fadhli Shaari (PAS-Pasir Mas) was speaking by saying the chair of the meeting was not qualified to be a speaker.

“As a speaker, my job is not just to chair this meeting in a fair, just and trustworthy manner. It is also my duty to protect the integrity, image and authority of the parliamentary institution,” Nga said.

“The inappropriate behaviour of Tanjong Karang, who clearly insulted the sitting and ignored the authority of the chairman through his accusations, is an open insult to the chair.

“With the powers I have been given, under Standing Orders 43 and 44, I hereby order Tanjong Karang out of the sitting for a period of three days – today, tomorrow and Thursday,” he said.

Ismail Mohamad Said (BN-Kuala Krau) however said that the MP in question should be present in the house when Nga gives his ruling.

“Please give Tanjong Karang a chance to explain and to hear what you have to say.

“If he refuses to apologise and retract what he said, then by all means you can give your ruling,” he said.

However, Nga said it is the responsibility of all MPs to be present as proceedings are in motion.

He also expressed disappointment at Noh’s absence from the Dewan Rakyat when the session had already begun.

“It is not my fault if he is not here,” he said.

However, Ismail continued to defend Noh, saying the latter should be given a chance to apologise. He added that he believed in the Pakatan Harapan government’s spirit of reform in Parliament.

But Nga remained firm, saying a decision had already been made.

“The onus is on him to be present. It is not my responsibility to ensure that he is present in the house,” he said.

Ismail then sought permission to leave the house when Nga presides as speaker.

Noh and Nga were reportedly involved in a heated exchange yesterday over the latter’s remarks linking the PAS-Umno union to the Taliban.
