MCMC sets conditions for DNB to ensure fair pricing in 5G services

Communications and multimedia ministry tells Dewan Rakyat that this would ensure the retail prices for 5G services offered to consumers are appropriate.

KUALA LUMPUR:
The Malaysian Communications and Multimedia Commission (MCMC) has set licensing conditions on Digital Nasional Berhad (DNB) over 5G access pricing to ensure the cost of services offered is reasonable, according to the communications and multimedia ministry (KKMM).

In a reply posted on the Parliament website today, the ministry said legal provisions also empowered MCMC to fix the cost of wholesale services offered by telecommunications companies (telcos).

“The Communications and Multimedia Act 1998 also empowers MCMC to fix wholesale prices through the Mandatory Standard on Access Pricing.

“This is to ensure that the prices of wholesale services offered are fair and reasonable and consequently, the retail prices for services offered to consumers are appropriate,” it said.

The ministry was giving feedback to a question from Tiong King Sing (GPS-Bintulu) on the government’s efforts in determining the prices of services from telcos after the 5G plan was launched.

He also asked about the energy resources required for the operations of 5G base stations, as it had been reported that each 5G station required double the amount of energy needed to run a 4G base station.

The ministry said reports from studies conducted by equipment suppliers such as Ericsson and Nokia showed that generally, the rate of energy used by a 5G base station was lower and more efficient than that of any generation of mobile technology network before it.

“The electricity power requirement for the 5G network developed by DNB is lower than the rate for the existing 4G network.

“This is because generally the 5G network will use only two main frequency bands (700MHz and 3.5GHz) compared with the 4G network which utilises three or four frequency bands (900MHz, 1,800MHz, 2,100MHz and 2,600MHz).”

The ministry said this matter was given attention in the Malaysian 5G Taskforce report in 2019, adding that the energy usage rate for 5G network depends on several factors, including network configuration, type of equipment, and number of consumers.

KKMM also said the 5G New Radio (5GNR) system has features for efficient energy usage and can activate or deactivate a base station according to needs, compared with a 4G base station which is always on the active mode.

Apart from this, the government’s approach of having a sole wholesale network has addressed the issue of high electricity power requirement due to overlapping infrastructures.
