BKIP2 to go for 3rd round of bidding after latest RFP fails

The Penang Development Corporation (PDC) will open a third round of bidding for the 226ha Batu Kawan Industrial Park 2 project (BKIP2) in Byram as its second request for proposal (RFP) failed to proceed.

Chief minister Chow Kon Yeow said the RFP, advertised on March 10 last year, drew two bidders but could not proceed after the winning bidder’s strategic partner or joint-venture partner withdrew.

He said the bidder also failed to comply with key conditions set out in the RFP.

“As such, the PDC board has agreed to recall the RFP and will advertise it again soon,” he said in a written state assembly reply to Lee Khai Loon (PH-Machang Bubuk), who asked about the status of the second RFP and why it had not been finalised.

Chow said if BKIP2 still failed to attract a suitable strategic partner, PDC would review all options, including its financial position, project viability, and market conditions.

He did not name the successful bidder, the other bidder, the bidding price, or the terms of agreement.

PDC signed a joint development agreement with Umech Land Sdn Bhd in 2023 to develop the RM3.5 billion project, with Umech Land expected to pay RM646.02 million for the land.

However, the deal came under scrutiny after Sunway Bhd became a 70% shareholder of Umech Land two days before the agreement was signed on Sept 27, 2023.

The deal was terminated following criticism over the valuation and ownership changes.

In 2024, IJM Properties led a consortium with Aspen Vision All and Mettiz Capital, bidding RM818 million, but PDC rejected the bid because the proposal did not comply with five out of nine main requirements.
