Apad said the penalty was imposed under Section 101(10) of the Land Public Transport Act 2010 following the crash on May 24, 2021 involving two trains between the Kampung Baru and KLCC stations.

It said the crash was caused by poor maintenance, with the rail operator failing to ensure track safety, including unreadable limb rail conditions in both directions.

“The failure to maintain the track led to an inability to operate the train safely, resulting in the incident,” it said in a statement.

Apad said safety in public land transport operations cannot be compromised under any circumstance, adding that the enforcement action serves as both a legal measure and a reminder to all rail operators to ensure maintenance meets technical standards.

The agency added that the decision to impose the compound took into account public interest and the need for accountability.

The May 2021 collision remains the worst incident involving the Kelana Jaya LRT line since it began operations as the Putra line in 1996.

The incident left 213 passengers injured, 47 of them seriously.

Rapid Rail and parent company Prasarana Malaysia Bhd have been sued by several passengers who suffered injuries from the crash over alleged negligence.
