
The letter, signed by consul Muhammad Muhsinin Dollsada, claimed three cells had been headed towards Malaysian waters as of Aug 30.
It also alleged that the groups were intent on carrying out kidnappings and targeting oil tankers, merchant ships, fishing trawlers and boats.
Esscom commander Hazani Ghazali said the information was inaccurate but that he had nonetheless instructed for an increase in security measures.
“We are always alert and ready for any criminal threat, especially concerning Abu Sayyaf, in the state’s waters.
“But so far there have been no movements (as claimed in the letter),” he said when contacted.

Hazani added that Esscom has been in contact with its counterpart in the Philippines regarding any such moves by the terrorist cells.
According to the letter, which has been making the rounds on social media, the cells are operating in waters near the Sandakan district as well as the islands of Bakungan and Berhala, Tambisan Island off Lahad Datu and Taganak Island in the Philippines, among others.
It is believed to be directed at Indonesian citizens working as fishermen and seamen in Sabah waters.
