Bernama quoted Selangor police chief Hussein Omar Khan as confirming the matter.
Hussein said no casualties were reported as the pilot, co-pilot and two passengers on board were found and rescued by fishermen.
He said police were alerted to the incident by a member of the public at around 10am.
In a statement, MMEA sought to clarify that the helicopter made an emergency landing.
MMEA director-general Hamid Amin said the helicopter had been undergoing rescue training when it needed to make the emergency landing around the waters of Pulau Angsa at about 9.55am.
“MMEA will hold further investigations to identify the cause of the incident.”
Meanwhile, Civil Aviation Authority of Malaysia CEO Norazman Mahmud said air traffic control had not received a distress call from the helicopter.
He added that the investigation into the crash would be conducted by MMEA alone.
