Selangor police chief Hussein Omar Khan said the incident occurred while the child, her mother and aunt were getting on an escalator which was out of order, Bernama reported.
The men, who were behind them, tried to help the child onto the escalator.
However, the child’s mother misunderstood their intentions and “reacted” strongly against them to protect her daughter.
This caused the men to panic, Hussein said.
“The police, including myself, have reviewed CCTV footage of the incident.
“The two foreigners didn’t try to escape when the mother intervened and members of the public caught them.
“Further investigation revealed that these men, who have valid travel documents, worked nearby and often shopped at the supermarket.
“There were no signs of a planned abduction,” he said.
A video of the two men seated in handcuffs had circulated online following the incident, claiming they attempted to kidnap the child. It allegedly took place at NSK Klang Sentral.
Hussein said police will nonetheless complete their investigation into the matter and refer it to the public prosecutor if any legal issues arise.
On a separate issue, Hussein said the director of a company had claimed ownership of a suitcase filled with RM500,000 in cash found at a Damansara shopping centre’s car park. He will give a statement to the police tomorrow.
The suitcase was found by a guard and handed over to the police later.
