Govt agrees to make GLC heads, judges declare assets

The heads of government-linked companies (GLC) and government-linked investment companies (GLICs), as well as members of the judiciary will be required to declare their assets, says Prime Minister Ismail Sabri Yaakob.

He said the details of this new code of ethics for GLC and GLIC heads, and members of the judiciary will be announced by the Malaysian Anti-Corruption Commission (MACC).

He added that the asset declaration mechanism for members of the government administration, MPs and senators will also be enhanced to boost the government’s credibility and integrity.

According to Ismail, in addition to the asset declaration, the government had also agreed to introduce a new code of ethics for MPs under the Houses of Parliament (Privileges and Powers) Act 1952, or Act 347.

This announcement follows the latest meeting by the Cabinet committee on anti-corruption (JKKMAR), chaired by the prime minister.

Ismail said it was also decided that a committee be formed to oversee the transfer of local council officers in order to curb corruption and the existence of “little Napoleons”.

Guidelines will be issued to the relevant state authorities, he added.

The Cabinet committee also agreed to implement amendments to the Audit Act to guarantee the independence of the auditor-general (A-G). The amendments will prevent the A-G from being involved in federal or state committees, although they can still be involved at a policy level.

“The A-G’s work scope is also extended, allowing them to audit any other body, including GLCs, subject to their discretion.”

The Cabinet committee will also review the direction of the Malaysian Institute of Integrity (IIM), to focus on the main functions of education and training, research and publication, as well as strategic partnership.

Ismail said the institute will receive a fixed annual grant for three years from 2023 through the Governance, Integrity and Anti-Corruption Centre (GIACC) for integrity-strengthening programmes.

He also said the committee was updated on the latest status of the political financing bill, which will be regulated by an independent entity.

He said the independent entity will be known as a political finance regulator and will operate at federal and state levels.
